Hello everyone, my name is Ronald Cardinal.
0:16
I am a forensic expert in
0:18
the Brazilian federal police and
0:19
the custodian of the Brazilian
0:21
national DNA database.
0:23
I am grateful for the invitation of
0:25
the hits organization to present a
0:28
little of the work we are doing in our country.
0:31
Today, I will present a little about how DNA
0:34
has helped it to solve crimes in Brazil.
0:37
I hope you enjoy it.
0:39
I started this presentation with
0:45
a question that I still sometimes hear.
0:48
Does Brazil have a DNA database and the answer is yes.
0:54
Brazil not only has a DNA database but
0:57
has a database network that allows
1:00
the comparison of profiles obtained by
1:03
different labs in different institutions and states.
1:07
This network is called RABPG,
1:10
which means integrated network of DNA databases.
1:15
Well, currently RABPG has
1:19
one national DNA database and 22 local databases.
1:24
These databases are located in
1:27
the federal police and in 21 states of
1:30
federal district to criminalistic institutions.
1:33
That have forensic DNA labs.
1:36
They can share generic profiles at
1:39
the interstate level through
1:41
a weekly upload to national DNA database.
1:44
After the generic profiles are uploaded from
1:48
the local databases,
1:49
the national DNA database performs the search,
1:52
and in Brazil,
1:54
the DNA databases are used both to prime investigation
1:57
and to search for missing persons.
2:00
Brazil also shares generic profiles with
2:08
other countries through Interpol.
2:11
The country is currently
2:13
the third largest contributor to the Interpol-Genii gateway.
2:19
Our country also participates in
2:21
the E-Fami Le program for
2:23
the search for missing persons around the world.
2:26
RABPG is coordinated by
2:30
the I Steering Committee,
2:31
made up of five representatives of
2:34
the Ministry of Justice and Public Security,
2:38
a representative from the Ministry of Human,
2:42
Family and Human Rights,
2:44
and five representatives from the states or the federal district.
2:49
One representative of each geographic region of the country.
2:54
This committee has two permanent commissions,
2:58
quality commission and the interpretation and
3:01
statistics commission which are
3:03
formed by specialists who analyze
3:07
technical issues and provide inputs
3:10
for the Syrian committee's decisions,
3:12
as are less and executive secretary.
3:16
In addition, the committee has four permanent guests,
3:21
representatives of the Public
3:43
Secretary of Justice,
3:45
who is currently through a letter of agreement
3:48
signed between the FBI and the Brazilian federal police in 2009.
3:55
This makes Brazil part of the
3:58
COADS International Program,
4:00
which aims to distribute and support
4:04
codes to partner countries.
4:07
This program currently has more than
4:10
50 participating countries.
4:13
In this scenario, Brazil is the second largest code
4:17
in the world, behind only the United States of America.
4:27
Talking about statistics,
4:30
currently the Brazilian national DNA database has more than
4:35
145,000 generic profiles.
4:39
Of this, more than 108,000 profiles are
4:44
profiles from convicted offenders.
4:47
More than 22,000 are
4:50
preferencing profiles.
4:52
More than 6.2,000 are
4:55
referens of missing persons.
4:57
Most of them are referens from
5:00
relatives of missing persons.
5:03
More than 5.6,000 are
5:07
unidentified human remains, more than 1.1,
5:12
a thousand are profiles of suspects,
5:15
and more than a thousand profiles from other categories.
5:20
These numbers turn into the efficiency of DNA database.
5:27
Currently, more than 3.2,000
5:31
are
5:32
more than 1,000 are
5:35
registered in RTBPG.
5:39
In addition, more than 3.4,000
5:43
investigations have already been aided by Brazilian DNA databases.
5:49
Two of these cases will now present to you.
5:53
They represent the potential of DNA databases in solving
5:57
crimes and crimes against life in Brazil, as well as
6:01
in combating international criminal organizations
6:05
that operate in our country.
6:08
The first is the Rachel Genovary case.
6:12
This crime shocked Brazilian society more than 10 years ago
6:17
due to its violence and the difficulty of finding the criminal.
6:23
Rachel Genovary was born in February 8,
6:27
1999, in Córitiba, the capital of Paradise State.
6:31
She disappeared on November 3, 2008.
6:35
She was last seen at 5.30 pm at a bus stop after leaving school.
6:43
Her body was found two days after
6:47
in a suitcase left at Córitiba,
6:50
called Road Terminal.
6:53
She was raped and struggled.
6:59
For more than 10 years,
7:03
the case remained in Soviet.
7:06
More than 170 people were investigated.
7:10
But on September 16,
7:14
2019, the crime was
7:16
soviet with a match at the National DNA database.
7:21
The forensic sample collected from Rachel Genovary's body
7:25
mattered.
7:26
The generic profile of Carlos Eduardo de Santos,
7:30
54 years old.
7:32
Carlos was in the sort of
7:41
prison in some public state where he was serving time for sexual crimes,
7:43
embarrassment, and robbery.
7:46
He was not originally a suspect for the crime,
7:50
but he had his DNA collected because he fit the criteria
7:55
of Brazilian law on the collection of convicted offenders.
8:02
This case was a source of great pride for the forensic experts involved
8:08
in the investigation and proved to Brazilian society
8:12
that the federal DNA can help solve
8:15
and hold crimes in our country.
8:18
In this photo, experts from the state of Parena
8:22
receive a tribute for the solution of the Rachel Genovary case.
8:27
The second case I will talk about was awarded
8:31
the DNA hit of the year 2020,
8:35
in recognition of the hard work of everyone
8:39
who had been involved in the role of this crime
8:42
through DNA in Brazil.
8:45
This case is about a major robbery that took place
8:49
on the border between Brazil and Paraguay in 2017.
8:54
Due to the violence of the crime and the large number of criminals,
8:59
the case was also known as the "robary of the century".
9:04
The federal police center in Suda de las Paregui on April 24, 2017,
9:10
after laying siege to the city,
9:13
the criminals fled with the equivalent of $8 million,
9:18
leaving a trail of death and destruction.
9:22
Federal police of Brazil enters the case.
9:27
Investigation was carried out by the federal police station,
9:32
first to go through, and DNA exams in our lab in Brazil.
9:37
The investigation culminated in the collection
9:42
of four hundred fifth seven traces,
9:47
making these the largest case in Brazil in foreign genetics.
9:52
More than five hundred eighty samples were obtained
9:56
and analyzed it.
9:59
Many of them in the first ten days of receiving the materials.
10:04
47 different genetic profiles were uploaded to the databases,
10:11
allowing of which we identified the source.
10:18
17 profiles matched 21 related crime scenes,
10:24
resulting in the identification of seven more individuals.
10:29
The possible case was linked to crimes in six different Brazilian states
10:34
between 2013 and 2020.
10:39
Several federal and state cases were related to the criminal organization PCC.
10:47
This case had great worldwide reprecruition.
10:52
Several news attempts were published,
10:56
mainly after recognition as DNA hit of the year 2020.
11:02
Currently, the robbery of the century is recognized as one of the biggest
11:09
crimes
11:09
supported by the use of DNA databases in the world.
11:16
Recently, our group published an article about this case
11:21
in foreign science international reports.
11:25
To everyone who wants to know a little more about this crime,
11:29
I recommend it.
11:30
The article is open access.
11:32
For any question, our team will be happy to assist you.
11:37
For more information about the REBPG,
11:41
I recommend checking our website.
